- You get a 30-year fixed-rate first mortgage at a below-market interest rate (set monthly by the DCA)
- Paired with that mortgage, you receive a 0% interest second loan for down payment and closing cost assistance
- The second loan has no monthly payment — it is due only when you sell, refinance, or pay off the first mortgage
- The assistance amount depends on which program tier you qualify for
This is a genuine subsidy, not a loan shark deal. The DCA keeps rates competitive and updates them monthly. The program is funded through the sale of mortgage revenue bonds, which is why eligibility has income and purchase price caps.
Georgia Dream Eligibility Requirements
To qualify for Georgia Dream, you must meet all of the following:
First-Time Buyer or Targeted Area Georgia Dream is primarily for first-time homebuyers — defined as someone who has not owned a primary residence in the past 3 years. However, if you are purchasing in a federally designated “targeted area” (certain census tracts), the first-time buyer requirement is waived. Some areas within Cobb County qualify as targeted areas, so even repeat buyers may be eligible.
Credit Score of 640 or Higher The minimum credit score for Georgia Dream is 640. Some participating lenders may require higher scores depending on your full application profile. Income Limits Your household income must fall below the program limits, which vary by county and household size. For Cobb County in 2026, the general income limits are approximately:
- 1-2 person household: $80,000
- 3+ person household: $92,000
These limits are updated periodically. If your income is close to the threshold, it is worth checking with a participating lender to get the current figures.
Purchase Price Limits The home you purchase must be under the program’s maximum purchase price. For Cobb County, the limit is currently around $450,000 for existing homes and new construction. Owner-Occupancy Requirement You must intend to use the home as your primary residence. Georgia Dream is not available for investment properties or vacation homes.

The Two Georgia Dream Assistance Tiers

Standard Georgia Dream: $7,500 The base assistance for all eligible first-time buyers is $7,500. This is structured as a 0% interest second loan with no monthly payment. It can be used toward your down payment, closing costs, or both.
Georgia Dream PEN (Public Employee and Neighbor): $10,000 If you work in a qualifying profession, you can receive $10,000 in assistance. Qualifying professions include:
- Active duty military members and veterans (including surviving spouses)
- Law enforcement officers
- Firefighters and first responders
- Educators (teachers, administrators, school staff)
- Healthcare workers
- Employees of qualified nonprofits
Georgia Dream CHOICE: $10,000 The CHOICE program provides $10,000 for borrowers or household members living with a disability. This tier focuses on accessibility and independent living.
Georgia Dream EXTRA: $12,500 Some borrowers in specific circumstances — particularly those purchasing in certain targeted areas or meeting additional DCA criteria — may qualify for the maximum $12,500 in assistance. A participating lender can tell you definitively whether this tier is available to you.
For a buyer purchasing a $350,000 home with 3.5% down on an FHA loan, the required down payment is $12,250. The $10,000 PEN assistance covers nearly all of it — meaning someone in a qualifying profession could potentially purchase a home with very little out-of-pocket.

Step 4: Find Your Home and Make an Offer Once you are pre-qualified, you are ready to start shopping. Step 6: Close on Your Home At closing, your Georgia Dream assistance funds are applied directly to your down payment and/or closing costs. You sign the second loan promissory note along with your first mortgage documents.

I want to clear up a few things I hear regularly:
“It’s a grant — I don’t have to pay it back.” Not quite. The assistance is a 0% interest second loan. It has no monthly payments and no interest accrues, but it is due when you sell, refinance, or pay off the home. Most borrowers find this completely manageable because they have built up equity by the time that happens.
“It takes too long to close.” Georgia Dream closings do take slightly longer — 45 to 60 days is typical versus 30 for a conventional loan. But if this program puts you in a home you could not otherwise afford, 15 extra days is a very reasonable trade-off.
“I make too much money.” The income limits are generous. A household earning $80,000 to $92,000 in Cobb County can absolutely quality. Many dual-income households with two moderate salaries fall within the limits.
“I have to be a first-time buyer.” If you are buying in a targeted area or have not owned a home in 3 years, you can qualify even as a repeat buyer.
